Shortcuts Toolbar Obscuring Titlebars

I've had this problem with a while now and have finally gotten to the
point where I need to get this fixed.
I created a Windows Shortcuts Toolbar which is docked at the top of my
Desktop. The problem occurs when new windows open. Several
applications, that is, MANY, are created with the Title Bar tucked up
underneath the Shortcuts Toolbar, requiring a nudge on the Toolbar
margin to get the window to drop down so that I can get access to the
Title Bar to move, minimize, or close the window.


Is there a way for fix this once and for all so that new windows
behave and respect the boundary at the top of the desktop created by the
Shortcuts Toolbar?


Any help would be GREATLY apprecated.

It might help to right-click the tool bar, click "Always on Top". But,
as you've probably seen, any window that isn't maximized will slide
under the Taskbar at the bottom, and will probably do the same with a
tool bar atop the screen. But once you resize a window and position it
below the tool bar, and close the window, that should become its default
location. Don't just move it down, then maximize it. That will just
let the next "restored" size window open it the previously remembered
position, too high, and under the tool bar.

I've tried the re-postioning the window and then closing, so that it becomes
the default location. Sometimes it works, sometimes it doesn't. It literally
is a 50/50 proposition.

As examples, thinking off the top of my head, this works for Microsoft
Office apps (Outlook, Word, etc.), Windows Explorer, and Quicken, just for
starters.

It NEVER works for Paperport or when opening any photo, either on my
computer, or that I receive as an attachment, and I'm using Microsoft Photo
Editor as my default jpg viewer.

Agreed.. it won't work everywhere. But in Paperport, you can click
Edit, Preferences and click "Open Maximized" and possibly get better
results. Photo Editor might have a similar option.
