Cannot Create New Dial-Up Networking Connection

I recently had to reinstall Windows 2000 Professional on a client system
because of issues where it refused to allow me to create a new connection
under any name. There was a KB article on that that suggested doing a
reinstall of w2k, update of the latest Service Pack, and then reinstall the
lateste version of IE. I did all that and now have a new error in the
Internet Connection Wizard - Cannot Create A new dial-up connection for your
ISP. Try creating a connection by double-clicking Dial-Up Networking in My
Computer". No such connection or icon exists in My Computer. I have
reviewed the Web and Google/Deja on this subject and have seen no possible
answer that works other than perhaps installing a different modem driver
before making the connection attempt, but I have already installed what
should be the proper US Robotics Modem Driver for this system prior. I have
seen this issue come and go unanswered by Microsoft Support staff for years
in the Deja/Google archives and would like to see a Microsoft rep answer this
one PLEASE. I don't want to reinstall w2k and all the apps for a THIRD time
in a week just to try and fix this one dumb problem. The computer and modem
worked prior to the reinstall, which was done for other reasons. Thank you.

I will be interested in the answer you get. I had this happen to me when
I install sp4, and my dial connect icon disappeared I got this same
error when I tried to make a new one. When I had the system remove sp4
the dial connect icon returned and worked fine. I have all updates in my
system but sp4 and it works fine.

Well, here's a pretty bizarre one. And yes, I expected SP4 might have
something to do with it as MS now likes to keep networking components away
from system default loads under the guise of secuirty issues, etc. But I did
manage a solution today, based on a passing reference in a post from several
years ago I found via Deja referencing a modem driver issue not allowing the
Make New Connection sequence to be finished. When this computer (Gateway)
first worked with the modem in question, a US Robotics 56k External Faxmodem,
it was listed in the Device Manager as a "Standard Modem" for driver
purposes. The client reported not all functionality was available for the
Compaq A4000 All-In-One attached to the modem, so I got the proper driver
from the US Robotics site for installation. The Driver I used in doing the
reinstall originally was the US Robotics 56k External Fax Modem. I intended
to switch the driver back to the Standard Modem, but allowed the system to
choose another driver first. It reported it wanted to install a US Robotics
56k External Faxmodem PNP as the preferred choice, so I decided to let it try
that driver first. I also chose "Test 1" as the name of the new connection,
as other posts on this subject have speculated reusing the same connection
name might be causing issues. The new driver allowed the Make New Connection
sequence to finish, and the connections now appear solid. Very, very goofy.
I'll be curious to see what others say on this, but this system is now
running SP4 successfully in this setup at a consistent 52k connection speed.
Good luck to others in using this info, and reply with your findings, as this
has been a long-standing issue there has been no clear solution for.
