cannot connect to the internet after SP2 installation. error 721

Hi
After SP2 installation i cannot connect to the internet and get error: 721
after authentication.
i cannot uninstall sp2 from add/remove programs.
tried to run system restore --> i have only one restore point, tried to
restore
--> restorring succeeded but sp2 still installed.
tried to boot from winxp cd --> no repair option.
i had norton internet security 2004 and uninstalled it.
by the way windows firewall is turned off, and when i try to turn it on,
i get error: 1068
checked all other services --> no problems.

i have adsl modem, alcatel
telnet with ip to port 1723 --> OK
tried to remove winsocks from registry and reinstall tcp/ip from
c:\windows\inf
tried to recover winsock2 by method 2 ( as in same microsoft article)
it still does not work!!!
please, help me.

In Control Panel, open the Windows Firewall > Advance (tab), make sure that
your connection is an exception.

On start-up,tap the F8 key,select,safe-mode with networking,then enter
as administrator,remove SP2 if needed.You should try 1st,opening the
firewall,exceptions,enter IE,close-out,restart computer.

I cannot access MSN I always did and am having the same problems u are. i
cannot get my msn mailbox to open i have to go threw hotmail and i hate it
