Cannot connect to links from any application

My dad is having a problem where he cannot connect to
links through MS word, Outlook or Event Viewer (anything
we tried). He was able to last week and the only thing he
knows of that changed is that he downloaded and ran
a "registry cleaner software" (yikes!) Any ideas on what
reg key (or other) that I can change to re-enable links?
The error message is,
"This operation has been canceled due to restrictions in
effect on this computer. Please contact your system
administrator."

Firstly you could try the following link (may need to
reconsturct it in notepad).

If not have a search on this newsgroup for a post
called "Hyperlinks won't open". Because someone has had
this issue before.

If these still don't work please post back, also which
product did your dad run to clean teh registry?
