Cannot connect to ADSL modem - PC sends but doesn't receive packets

Hello all,
The problem is as follows (a bit lengthy, but I have tried to include
all the details):
I have 2 laptops and an ADSL broadband connection. With PC1 I am able
to connect to the Internet by entering the user name and password into
the modem (Alcatel Speedtouch 510i). I get an IP address from the
modem, and everything works fine. (I cannot connect to the modem if I
try to set up the PPP connection from the PC, but this isn't a big
deal, the point is I can connect to the Internet just fine).

PC2 has exactly the same network configuration, but I am unable to
connect to the Internet with this one. I am using the same cable as
with PC1. The led on the network card is green, all the lamps on the
modem suggest a correct setup, and Win XP is able to detect that an
Ethernet cable is connected. But the PC only sends packets, and
doesn't receive any. I cannot ping the modem.

When I run ipconfig I get the following output:

When I run ipconfig /release nothing happens, and when I run ipconfig
/renew I get the message "An error occurred while renewing interface
Local Area Connection: unable to contact your DHCP server. Request has
timed out."

There is no firewall running on the PC, and I have uninstalled Norton
Antivirus just to be sure. I have reinstalled the network card, I have
rebuilt the winsock keys in the registry, I have upgraded the network
card driver, I have even reinstalled XP, but nothing helps. DHCP is
enabled, and the network connection is set up to automatically receive
an IP address.

I have also tried to assign PC2 an IP address from the pool that the
modem assigns from, and configuring the modem to be default gateway.
This only gives timeout when pinging the modem.

I am not sure whether this is an XP problem or network card problem
(network card is National Semiconductor DP83815), but the network card
has worked previously on a university LAN, which makes this all the
more baffling to me...

Any help will be greatly appreciated!

Just in case anyone wonders how this story ended:
It turns out it was a network card problem after all. I bought an
external network card and everything worked fine.
Now I just have to complain to the PC store about the defect network
card...
