cannot click show common tasks in folders under control panel

I cannot get the correct folder view options since it won't let me change
from windows class to common tasks in control panel folder

"Single-click to open an item" choice in Folder Options is grayed out

I am having the same problem. The radio button for common tasks' is greyed out.
