Cannot Change File Associations

Windows 2K Server

I need to change a file association, but when I go into File Types from
Folder Options, the option to change any of my file types is completely
grayed out. Meaning, no matter what file type I choose, I can't add new,
delete, change or go to Advanced. I can only click OK or Cancel in the File
Types dialog.

Any ideas where to start?

You must be logged on as local administrator. Check the value of
'NoFileAssociate'
