cannot change document on workgroup pc

I have 2 pc, one XP Pro SP1 and XP Pro SP2. I can connect to one another ping
but when i try to change a document on the pc with XP sp2 it says doc is read
only save a copy and the doc is not read-only. Full controll NTFS permission
is on both PCs and share. i can see and change everything from XP sp2 to xp
SP1, but not oposite. And i cant add pc with sp1 as a pc that has rights on
the pc with SP2 when i share the c:. when i try to add user or pc it only
sees its own pc but not the workgroup - this is on the XP SP2 pc.
i even tried to add the pc sp1 to loc sec pol - access this comp. from
network but it cant change - says failed to save loc sec pol.

Do you have administrative access when trying to change the Local Security
Policy?

Check for misconfigured / overlooked firewalls, and for registry setting
restrictanonymous, on both computers.
