Cannot Change Admin Password

I am setting up user accounts on my PC. The administrator account is
currently password protected but I would like to change it. When I go into
the admin account through Control Panel and click the "change password"
function, the screen pops up asking me for the old, new, retype, and hint.
When I then click the Change Password button, an error message pops up saying
"Windows Cannot Change the Password" with no further info as to why not.
What's up?

(The old password I am entering is correct because I have been using it to
go in/out of the account as I have been setting this up.) Thanks.

Try tapping F8 on starting pc,select safe mode,enter xp as administrator,
change password.
