Cannot boot WinPE on USB Stic,k, when BIOS is removable.

Why won't WinPE bootup, when the BIOS is setup to look for a removable device.
I have a special MBR (Created by makebootfat), which will detect whether the
BIOS is configured for "Removable" or "Hard Drive", and correctly handle
loading in the Volume boot sector, from the partition.

I'm using ufdprep tool from XPE FP 2007, then updating the MBR with MBR from
makebootfat.)

I have NO problems formatting using the utility from makebootfat, and
booting FreeDOS, when the BIOS is setup for "Removable" or "Hard Drive."
But when I place the volume boot sector from ufdprep, it appear WinPE won't
boot off the drive.

This stick when setup correctly, will boot as a BIOS "Hard Drive", but WinPE
won't start when setup as "Removable."

Does WinPE prevent booting, when a removable device.

Any ideas.

I'm trying to create a utility, which will do hard drive preparation
automatically, but all my BIOS'es which are released boot up with the USB
device as "Removable"
(Since the device is headless, I don't want to have to hook up display,
and keyboard to just change the BIOS settings.)
