Cannot apply any windows update, thinks pending ?

I was unable to install IE 6 because it thinks there is a
pending update that requires a reboot. I did however
successfully upgrade W2k to SP4. Reboot many times and
checked the contents of uihist.xml but nothing seems to
work ? Is there somewhere I can remove incompleted
updates ?
