Cannot add network printer

I am running a small domain with a Server 2003 controller and XP-Pro
workstations. There is one printer locally connected to the server.
All workstations can access this printer. There are other, locally
connected printers on some of the workstations. All printers are
visible in the Active Directory. When I try to add one of the
workstation printers to another workstation, "Add Printer" can see it
in the AD, but it cannot find and actually add the printer. I have
turned off all firewalls so that that they are not the problem.

What might be the problem, and how can I troubleshoot it?

XP Pro has a connection limitation of 10. Is this the 11th PC that is
trying to connect?

No, there are only five XP computers and one Server 2003 on the
network, but each machine has two NICs, one hardwired and one
wireless. I have disabled the unused NIC on each computer. The Server
2003 computer is running AD, DNS, and DHCP, and file/print servers.
