Cannot access the Domain Security Policy GPO

Windows cannot access the registry information at
\\DUMA.duke.edu\sysvol\DUMA.duke.edu\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\registry.pol with (1231).

I'm a novice at this so any help appreciated!

Yes I am, but I primarily support NetWare servers. This is my only Windows
server and it was built and supported by an outsource group. I have full
rights to the server and domain.

Since you're a netware guy I can sympathize : ). Explain to me what you are
doing when you get this message? What are you trying to accomplish?

Error 1231 is "The network location cannot be reached". First thing I check
in this situation is that the TCP/IP NetBIOS helper service is running on
the client that is getting this error. This service is needed to resolve
these UNC names. Next, check that that file actually exists in SYSVOL.
