Cannot Access Secure WebSites

Hi,

I came across a problem where the secure web pages would not open up
and they come up with the message "Page Cannot be Displayed" or some
times just the blank white page comes up. However the normal web pages
open up fine.

computer was running winxp sp2, IE 6. And had tried the following:

-Deleting cookies, temp files, clear history.
-Reset web settings in IE
-Restore defaults in IE.
-Uninstall firewall(Norton and McAfee).
-Winsock fix that is deleting winsock folders from registry and
reinstalling tcp/ip
-tcp ip reset
-reinstalled modem drivers.
-checked spywares using spybot and adaware none found.

Windows reinstall resolved the problem. Please let me know the reasons
for this and also if there is anything that can be done to resolve
(apart from reinstalling OS) this if it happens again.

The microsoft article mentions using system file checker tool to scan
all files that are protected by windows file protection. It also
mentions that if any of the protected files are overwritten then
sfc.exe tool retrieves the correct version of the file from the
dllcache folder or the windows xp cd.

I tried running this utility but it asks for the windows cd and does
not pick up files from the dll cache folder. Does this mean that the
dllcache folder has also been overwritten or gone corrupt or is there
anyother reason why this tool is not picking up the files from the
dllcache folder.
