Cannot access gpt.ini

We get this error with the GPO CN=
{C11F4AD....},CN=Policies,CN=System,DC=albolecular,DC=com
The file must be ....

Group Poilicy processing aborted.

I ran sysprep on the system, removed and readded it to the
domain but I still get the error.

Any ideas appreciated.
