Cannot access from network after upgrading from Win2k

I am having a problem where I am not able to access shared folders on my
desktop after I upgraded from Win2k.

Background: I had a desktop with Win2k and laptop with WinXP. My desktop has
some shared folders. Previously, I could access them from my laptop by using
Run \\desktop. A couple of weeks ago I upgraded the Win2k to WinXP (using
Upgrade option). System itself seems fine, all drivers and such installed.

Problem: When I try to use the Run \\desktop command I get an error message
saying "Logon failure: user account restriction". I checked my local
security policies and it says "Everyone" can "Access this computer from the
network". So I don't know what XP is doing to block the connection. (Windows
Firewall is off.)

I can see the desktop through My Network Places, and according to the error
message explanation, connectivity is not really the issue, there is some
policy that is rejecting the connection.

Can you navigate to the folder through Explorer?
