Cannot access folder properties dialog

When I try to view/change the properties on any folder on
my computer, the menu option is present but when I select
it nothing happens.

This problem occurs whether I get the menu by right-
clicking on the folder or by selecting the folder and
using the File->Properties menu.

I'm logged-on as an Administrator on my machine.

The properties on files works fine. So does the
properties on network folders.

Before you ask:
- I tried booting in safe mode. I get the dialogs but NO
BUTTONS (?)
- I ran Ad-Aware and cleaned-up everything.

Can anyone help ?
