Cannot access Address Book for use in emails / rules

When I try to access the Address Book in Outlook 2003, I get the following
error message:

The address list could not be displayed. The Contacts folder associated
with this address list could not be opened; it may have been moved or
deleted, or you do not have permissions. For information on how to remove
this folder from the Outlook Address Book, see Microsoft Outlook Help.

I tried removing the "offending" contacts folder and then re-"installing"
using Tools-Email Accounts, etc., but still get this error message.

I also verified that the following Microsoft Article procedure has been
complied with, which it has:

My contacts don't appear in the Address Book. Microsoft Office Outlook® 2003

1. In the Navigation Pane (Navigation Pane: The column on the left side
of the Outlook window that includes panes such as Shortcuts or Mail and the
shortcuts or folders within each pane. Click a folder to show the items in
the folder.), click Contacts.
2. Under My Contacts, right-click the Contacts folder you want to view in
the address book, and then click Properties on the shortcut menu.
3. Click the Outlook Address Book tab, and make sure that the Show this
folder as an e-mail address book check box is selected. If the check box is
unavailable, you need to add the Outlook Address Book to your profile.

1. On the Tools menu, click Email Accounts.
2. Click Add a new directory or address book, and then click Next.
3. Click Add.
4. Click Additional Address Books, and then click Next.
5. Click Outlook Address Book, and then click Next.
6. Click OK.

Appreciate your suggestions as how to make my Contacts folder usable as my
Outlook Address Book. The conventional ways of doing it do not seem to work.

Did you remove the Outlook Address Book service completely from your
profile, stop and restart Outlook, and then add it back in?
