Cannot accept and/or turn off Track Changes

I have a document with Track Changes, when I click accept and/or delete
change(s) Word is not making the changes. I noticed Track Changes is grayed
out on the Tools dropdown menu. Even if I double click on TRK on status bar
to turn off track changes, it will not work. Please Help. Any suggestions?

If you see Tools > Protect document, select it and select Track
changes.
