Can you use voting buttons for external messages and get replies that you can
track in your original message?
 
Yes, if you know that everyone you're sending to uses Outlook to receive mail and your mail server does not strip the TNEF/RTF content that contains the voting button information on each message.

I believe if you set your message format to RTF, the voting buttons will be
sent outside and they should be function *so long as* the person you are
mailing is running Outlook.
