Tracking Voteing button responses from multiple e-mails

I understand that you can only have one response/Vote to a message, but if
the recipient needs to select multiple buttons and sends their response after
each selection, how do I set up the tracking to capture this. It seems I am
capturing the initial vote, but not any of the subsequent votes. I am using
Outlook 2003.

If you open each incoming vote, it will change that person's vote to their
most recent choice.

here's a nifty workaround for what you want:

make a folder for each response eg Red, Blue, Green, Purple
make a series of rules that says if subject contains Red then move email to
that folder, if the subject says blue, then move to the blue folder etc.
the unread count of each folder will show you how many people voted for each
choice - even if they vote many times each.
