Can you run Two Navigation Bars on the Same Web Page

I am trying to run two Navigation Bars with sublinks on both in an Inserted
Frame but I am not able to do this can this be done and would you please
explain to me how to do it?
 
FP nav bars were not intended for use in frames
- unless you have a base target set in your nav frame

Explain what is not working or post a URL to the published page
