Can you get reminders to pop up even if Outlook isn't running?

I don't want to have Outlook open and running all the time, but would still
love to still be able get my reminders. Is this possible? If so, how do you
set it up to work this way? Thank you.

as far as i know it's not possible, but it is possible to hide outlook when
it is minimized, depending on the version you have

No, outlook needs to be running.
