Please select and right click>copy the entire, unedited error message that
WM provides when you try.

What if any antivirus programs, antispyware programs, and antispam
programs do you have on that machine, and have you ever had a
Norton or McAfee antivirus program on that machine? Some of them
cause assorted problems in Windows Mail, although seldom that fast.

Check if you have any installed programs with SMS in their names.
If so, list them. There's such a program that also causes problems
in Windows Mail.

Do you get any error messages when trying to receive mail? If so,
right click on them and copy the entire error messages into your next
message. We can often recognize the important parts of the error
messages even if they're not in English.

Using which email provider?

If you get any error messages when trying to send your self a
short message and then receive it, right click on them and copy
them into your next message.

Also, what if any antivirus programs do you have, and have you
ever had a Norton or McAfee antivirus program on that computer?
Some of them cause assorted problems in Windows Mail.
