Can SP1 affect e-mail?

I recently reinstalled my XP Professional OS to clear up
some problems. I then downloaded SP1. I am now having an
intermittant (most , but not all, of the time) problem
accessing my out going server for e-mail. I get the
following error message: "Sending of message failed. The
message could not be sent because connecting to SMTP
server smtp.snet.net failed. The server may be
unavailable or is refusing SMTP connections. Please
verify that your SMTP server setting is correct and try
again, or else contact your network administrator."
My mail client is Netscape 7.0. I believe that my
settings are correct and, sometimes, I can get an email
to go out. I will have no problem getting this e-mail to
go out. Could SP1 be affecting my outgoing mail?

It's doubtful but your anti-virus application (or firewall) may be causing
the problem. Disable email scanning of outgoing and incoming mail. It
provides no additional protection (and even Symantec says it's not needed:

I think it is likely that smtp.snet.net is the problem. I experience
the same problem, intermittent success but much failure

and i don't use windows at all.
