Can someone explain how to do this technique?

I would appreciate any help someone could provide on this for me. I
actually created this spreadsheet two years ago, but for the life of me
I cannot determine how I did this now.

Click on any cell in row A. A thing that appears like a comment pops
up. If you click off the cell, it disappears. It looks like a
comment, but it is something other than a comment.

Most likely they are data validation input messages. See
Validation under the Data menu.

It is a Data>Validation Message.

Select the cell and Data>Validation to see what's up.

BTW..........A is not a row

A,B,C etc are columns

1,2,3 etc are rows.

It's a data validation input message.

Select the cell then goto Data>Validation>Input message tab.
