Can "safe senders" and "contacts" be included in an organize rule?

We have mail marked as spam before it gets to outlook

Can we include safe senders and contacts in an outlook rule?

Just curious; what are you trying to achieve?

Tips of the month:
-FREE tool; QuickMail. Create new Outlook items anywhere from within Windows
-Properly back-up and restore your Outlook data
 
We have an external mail server which uses Spam Assassin to score spam, Any
email which scores over 3 has "{spam?}" pre-pended to the subject line

What I wanted was a rule which moved all messages whose subject line
included ""{spam?}" to junk email unless the address is in the contacts or
safe senders list

How do we include the contacts list in the rule?
