can receive mail in one location and not another

I have a second e-mail account on which I can send from anywhere (wireless
laptop, Office 2003). However, I can only send on this second account from a
certain few locations and not others. At least one other location at which I
can receive uses the same provider that I do at home (not able to receive at
home). Could this be a firewall configuration problem or could it have more
to do with Outlook settings? Suggestions for resolving this issue?

Either an authentication issue or a mismatch in the sending address domain
and the domain of the ISP.

Sorry, I meant to say that I can only RECEIVE on this second account at
certain locations.

Regardless, are there any suggestions on how to resolve this?

Sorry, in my original post I should have written, "However, I can only

wrote "send" instead of "receive").
