can ping sites but programs cant access the net

Have a machine here that dials up to the internet then
can ping any website i choose from the command prompt but
no windows programs can get access to the net.

I have updated the antivirus (norton) and done a full
system scan which found nothing. Have scanned for
spyware and got rid of that. Deleted the dialup account
and remade it.

There are no firewall type programs installed and the
windows firewall on the dialup connection is turned off.

Any ideas would be appreciated.

A couple more things...

telnet doesn't work either.
i can ping actual web addresses so the dns is obviously
working.
