can ping but cant explore

Hi.

Have a machine here with windows xp on it and it can dial
up to the internet and ping any web site i want but
internet explorer cant find them. Even if i put in the
ip of the site.

Outlook express cant find the mail servers either.

I have tried deleting and remaking the dialup
connection.

I have done a repair installation of windows and
reinstalled ie/oe.

Any ideas?
