Can ping both PCs, but, transfer file wizard states pc network err

Hello Experts:

This one has me stumped, and if someone could assist, I would be deeply
appreciative.

I have two PCs, which I will call OLD and NEW. Below are the settings:

OLD
192.168.1.100 (IP)
255.255.255.0 (Subnet)
192.168.1.1 (Gateway)

NEW
192.168.1.101
255.255.255.0
192.168.1.1

The new PC is brand new, and has Windows XP SP 2 running. The OLD PC has the
same OS. Inbetween the two PCs is a standard router. If the Windows or Zone
Alarm firewall is running, the PCs can not ping each other, even if allowed
via zone alarm. After disabling the firewalls, the PCs can ping each other,
and do appear in the arp -a command.

After ensuring the firewalls are off, and ensuring the pcs can ping each
other, I then use the Windows XP Transfer and File Settings Wizard (Trying to
get Outlook Express and other folders on the new PC.)

I have used this wizard on many of friends PCs with no issues; however, this
time, when I use the wizard, the error appears: The computer can not be found
on the network. Please check the connection or network and try again. The
error appears whether I start the wizard from the Old or New PC.

Any ideas? This one has me stumped. Thanks!!!! :)

Scotty, what do you mean by a 'standard router'? The two PCs should be
connected via a switch or hub. If the 'router' is one of those ADSL
routers with four sockets, it is really a router (to the ADSL) and a
switch (connecting the sockets) in one box.

How do you specify the target of the move? You cannot specify the
computer by name, but need to use the IP address if you have no DNS on
your network.

Oh, and for older OSes you could use NetBIOS to transparently connect
computers by name, but I believe that this is not installed by default
in XP.
