can not use delete

can some body please help just switched my pc on tried
to delete some old files and my pc will not let me delete

When i right click my mouse go down to delete click delete
i do not get a window open asking me (( are you sure ))
nothing happen's

Try clicking Start, Run and enter REGSVR32 /I SHELL32.DLL

This re-registers the Shell32.dll file.
