I am posting on behalf of my parents who recently purchased a laptop with XP.
I purchased and installed Office 2003 std for them. Created 2 users (mom
and dad), and a seperate outlook profile for each, under there user.

Mom can send and receive email, but Dad can only receive. Sent email move
from the outbox to sent items, but nothing is delivered to the email box.
All the settings are the same for both profiles, except for the email address.

I have tried both at there house and mine, with the same results. Also when
I run the test when creating the accounts, there are no errors.

When a message moves from Outbox to Sent Items, it means Outlook was
successful in handing the message off to the receiving mail server. Enable
diagnostic logging and post the results.

If the settings are the same, including ISP username/password, then chances
are they are accessing the exact same mailbox on the server and when one
downloads mail, the other won't see it because it will already have been
downloaded.

Thanks ... I will try logging to see what is happening.

As for the settings, the ISP username/password are different. All the ISP
POP and SMTP type info is the same.

Well, you did say, "All the settings are the same for both profiles, except
for the email address."
