Can not "Open in New Window"

Anyone have any idea why WinXP IE 6 would have started refusing to open a
hyperlink in a new window? I have eliminated pop-up software, and have
looked though as many options as I can think of.

Open IE | Tools | Internet Options Advanced tab |
UNCheck:
 Reuse windows for launching shortcuts
[[Specifies that when you click a Web link in an Internet-aware program,
such as Outlook Express, and there is already an Internet Explorer window
open, the Web page appears in the open browser window instead of opening a
new window.]]

You Cannot Open New Internet Explorer Window or Nothing Happens After You
Click a Link

I didn't manage to find anything decent on the knowlege base when I seared,
but that one sure did the trick.
