can not open any icons in control panel

I have done spyware and virus scans, and have done
whatever repairs I can think of. I can not do a restore
for whatever reason, I am not sure. I need some
suggestions befor I just dump everything and start over.

Select S and scroll to System
Restore.

Have you unchecked System Restore ,and restarted the computer and attempted Check Disk again.When Check Disk completes be certain to turn System Restore on again by checking the System Restore option box .START>ACCESSORIES>SYSTEM TOOLS>SYSTEM RESTORE opens System Restore with options click SYSTEM RESTORE OPTIONS to find Options box and check the turn on option box.
