Can not move desktop Icons

I am using Windows XP Pro (SP2) and have unselected "Auto Arrange Icons".
However, when I click on the desktop and create a new icon (i.e. a new word
document or a shortcut), I can not move it to a different location on the
desktop. I can turn on "Auto Arrange" and it will be moved with the rest of
the icons on my desktop. Is there any security settings or other settings
that would cause this?

See if this helps, untick everthing except show Desktop Icons
