can not logon interactively

When I try to get on my laptop as any user, I get an error
message that the policy on the computer does not allow
interactive logon. I am using Windows XP Home Edition.
Since I can not logon as the Administrator, I can not
change the logon settings. I do have this computer
connected to a desktop through a netword card. Can I logon
remotely and change the interactive logon setting? Thanks
for your help!

No, XP Home does not support remote logins. Try booting the computer into
Safe Mode, and logging into the built-in administrator account from there.

I tried booting the computer into safe mode and logging on
to the administrator account, but I still get the same
error message that I can not logon interactively. Many,
many people are having this problem today - is it a virus?
Is there command line text that I can use to access our
laptop from the desktop? In Windows 2000, there was a
ntrights.exe program that would have allowed me to access
the laptop. Does Windows XP have anything like that?
