Can not locate SHELL.DLL

I have a customer who has several apps that say CAN NOT
LOCATE SHELL.DLL. Recently was infected with a virus, but
can not say what, NORTON was used to fix the problem. But
now he has several apps that have the SHELL.DLL error.

There is something that attacks that file. If there is a regular (not
Restore) XP CD, then Set the BIOS to boot CD before Hard Disk. Boot the
XP CD and, instead of Setup, take the immediate R for Repair. Assume
any password requested is blank, and TAB over. and if the CD drive is
say D: give
Expand D:\i386\shell.dl_ C:\Windows\system32\shell.dll
