can not load hive (file)

I have an XP machine that has been working fine... The
user turned it on today and got a blue screen that had a
message of stop: c0000218 {Regristry file} cannot load the
hive(file):
\systemroot\system32\config\SOFTWARE
It won't start in safe mode or give me a command prompt.
Help?
