can not download files

i am having troubles downloading files.off the net,, i
have road runner high speed internet sever, and iam useing
internet explorer,, this dose not happen all the time,,
road runner says it si not them causing the problem,,, and
i also at times have troublems opening some pages,,,seems
not to right to me,,, thank you for any answers, tom

Rule out parasites.

This may be caused by a third-party program (adware, spyware, parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
