can not create a dial up connection

when I go to network connections, create a connection, connect to internet,
set up manualy "connect using dial-up modem" is grayed out.

I have uninstall then reinstalled the modem no difference. aol can dial-up
and connect but can not browse the internet thru both AOL and IE6 you get
page can not be displayed. I have tried many different web sites. you can
ping by IP address but not by URL (www.msn.com)

SYMPTOMS:
1) After installed SP1 for XP and then use the System Restore feature to
restore Windows to a state before the installation of the service pack.
2) After upgraded your computer to XP Pro from Win98, ME and XP Home. You
may experience the following symptoms: a) The Connect using a dial-up modem
or VPN option in the New Connection Wizard is unavailable (gray out). b) The
Network Connections folder is empty. c) ICS and ICF services do not start
because of a dependency failure. d) In the Event Viewer, you may get Event
ID: 7023, Event ID: 20035 or error 5 with Access is denied, Remote Access
Connection Manager failed to start because it could not create buffers or
Could not start the Remote Access Connection Manager service on Local
Computer.
Resolution: 1) To resolve this problem, reinstall SP1 for Windows XP. 2)
Delete the NextID value
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Telephony\Cards\NextID,
and then restart the computer. 3) Delete the Telephony key
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Telephony.

There are a couple simple possibilities. Exactly what error do you get when
"you can ping by IP address but not by URL"?

The usual fix is to re-install your current service pack (SP1 or SP2).

Search your entire system drive, including hidden and system folders, for file
"hosts". There is one legit copy, in C:\WINDOWS\system32\drivers\etc\ (for
Windows NT/2000/XP, for instance). The others are possibly bogus, and part (but
just part) of the problem.

Examine the contents of each copy of "hosts" found, using Notepad. Scroll to the
end of each Hosts file, by hitting Ctrl-End, then back up to the top, page by
page, before deciding that any "hosts" file is empty. Look out for blank lines
at the beginning and end of the file, after "localhost", placed there by an
exploit. Do not assume that a file is empty simply because you see "localhost"
followed by 50 blank lines!

DNS resolution is affected by the LSP / Winsock subsystem.

If XP SP2, Start - Run - "cmd". Type "netsh winsock reset catalog" into the
command window.

Had the same problem very frustrating got paranoid thinking cable internet
did something to my computer so I couldn't switch to a dial-up IP. saw
somewhere that the cause could be some of my 'services' weren't running.
Using the 'run' command type in 'msconfig.exe' and when the screen appear
click on 'services' and then click on 'enable all' and the new dial-up
connection re-appeared. I think downloading service pack 2 was the cause. Or
it happened during a power outage where my computer shut down . . . I'm
blaming service pack #2 !!!
