can not boot up HELP ME

My other laptop will only boot up to the blue windows xp
screen. my mouse works but no icon are on the desktop and
no keys on my keyboard do anything. What should I do?

If the keyboard doesn't work, this being a laptop this is very likely a
hardware issue that needs to be checked by a technician. The system is only
stopping at the Welcome screen but the problem is there before you get that
far. You need to have this system checked out.
