Can not add /remove programs

When I click Add/Remove Program shows "Change or Remove
ProgramsAdd New ProgramAdd/Remove Windows ComponentsSet
Program Access and Defaults".
What I can do to change it back!

I'm getting the same error.

It starts off with an Internet Explorer Script Error message box.
Which contains the message
"An error has occurred in the script on this page.
Error: Access is denied to res://appwiz.cpl/places.htc
Url: res://sp3res.dll/default.hta.
Do you want to continur running scripts on this page? (yes/no)"

Then when I click on yes, I get the Add/Remove Programs menu, except
its completely blank except for some small back text that says...
"Change or Remove ProgramsAdd New ProgramsAdd/Remove Windows
ComponentsSet Program Access and Defaults"
The bad punctuation isn't by me, its like that in the window.
Anyone have any idea whats causing all this?

Make sure HKEY_CLASSES_ROOT\PROTOCOLS\Handler\res has a String Value
called CLSID and it is set to {3050F3BC-98B5-11CF-BB82-00AA00BDCE0B}
That should fix your problem. If not check the permissions on the
%windir%\system32\appwiz.cpl file.
