Control Panel - add/remove - "Cl&ose Button"

Windows 2000 Server, SP2, 1.8gb CPU, 256mb RAM, 10gb free
disk space. Supports 2-4 workstations - very light loading.

Has worked correctly for 18 months - nothing changed
except a Win98 machine was replaced with new machine with
WinXP

The control panel - Add/remove panel displays as a blank
panel with the following heading:

Add/Remove Programs
Change or Remove ProgramsAdd New ProgramsAdd/Remove
Windows Components

System was displaying OK about 2 weeks ago but now get the
above.

No virus' / worms that A.V. detects.

Can anyone please explain what is happening and how to fix
it.
