Can non-administrators install spyware on WIN XP Home PC?

Can non-administrators install spyware (key loggers etc)
on WIN XP Home PC?
 
It is possible. However, it would only be able to run under their profile.
(They wouldn't be able to do anything that affects other users.)
 
I thought that was the way it worked, but I figured I'd
better ask the experts rather than assume. Thanks Colin.
