I had purchased a retail (academic) package of Windows XP Pro in the past and
now plan to purchase a new CPU. Can I install the current XP package on the
new CPU? If so, what is involved in?

Yes. If it is a standalone package, just install it. If it is an upgrade
package, you must first have a transferable (non-OEM) license for some
earlier version of Windows which you can move to that CPU. You do not have
to install the earlier Windows; you just have to have the CD handy so that
Windows XP can look at it to confirm that you have it.

If Microsoft online activation balks, just phone them and explain the
situation.

OEM licenses are tied to particular motherboards. Retail (including
academic) licenses are transferable.

the cpu (computer processing unit) is the chip that sits on your
motherboard,
so do you mean a new cpu or a new box?

Since you state its a retail edition, simply install it. It should activate
on line if not use phone method.
You can use the xp cd to delete partitions on the old pc and format. If your
paranoid take the hd out and destroy it.
