Can I Synchronise personal folders for offline use?

I am using Outlook 2003 which is set up so that I store my mail in personal
folders which are located on a server remote from my laptop. I want to be
able to synchronise these folders so that they are available on my laptop
when I am working offline. Is there a way to set this up?

Yes, don't store your pst-files on a networkshare. It is not recommended or
supported by Microsoft. Leave it locally and use the PST Backup Addin from
Microsoft to store a copy to the networkshare.

Is the PST Backup Addin something I can download free from somewhere? or is
it already part of outlook 2003?
When this is set up, if the pst file on my laptop is lost for some reason
can the backup be used to easily to replace it, i.e. if the laptop hard drive
fails which mine seem to do periodically. This is why I have stored the mail
