Can I setup DNS and DHCP Server in a Child Domain?

Can I setup DNS and DHCP server in a child domain? If I can, how do I achieve
that without using the root DNS and DHCP servers. Thanks. All I want is if I
can setup DNS and DHCP servers in a child domain independently of the root
server and also how do I do that for everything to work correctly and
perfect. Thanks.
