I have sorted my contacts into categories (i.e. emergency, public relations,
etc.). I want to send an e-mail to just those contacts in the public
relations category. Is it possible to do this without having to create a
separate distribution list for each category?

For mailing to people defined as a Category forget about distribution lists.
Just open up your By Category View. Highlight your public relations Category
and click the Actions tab - New Message to Contact - and there you go!
