Can I Restore e-mail that was deleted from delete folder

I accidentally deleted an e-mail from inbox as well as from the delted
folder. Can I restore this e-mail? Microsoft 2000
 
Dear Lisa,

Once you have deleted a item from your inbox, and then again from your
deleted items folder it is no-longer easy to bring back the e-mail.

I have heard of a way in which you can, but am unaware exactly how in which
you carry it out. I will speak to my mate (who happens to be a computer
technician, here in England) and see what he says.

If there is any developments I will contact you immediately.

If you're on an Exchange server and have deleted items retention set up,
then it is possible.
